In general I use the following criteria in rating the code librarians. I gave a star for each two points earned.

However, for some packages I increased the rating because of my own subjective assessment. I'll keep working to fine tune the rating mechanism to make it less subjective.

Cost +1 if free, 0 if not free
Source Code 0 if <100 snippets, +1 if <500 snippets, +2 if > 500 snippets
Syntax Highlighting +1
Tree View +1
Bookmarks +1
HTML Export +1
